Memorandum to guide collaboration between municipalities
To enhance working relationships in the Tri-Municipal Region, the Town of Stony Plain, City of Spruce Grove and Parkland County have signed a Memorandum of Understanding (MOU) that will provide a regular discussion forum to share and discuss tri-municipal projects, opportunities and ideas.
“Our three municipalities have a long history of working well together and collaborating on projects that will benefit the region,” said Stuart Houston, mayor of Spruce Grove. “By signing this MOU, we are acknowledging and formalizing that process.”
The Tri Council, which is made up of the three councils and their chief administrative officers, has traditionally met on an informal basis three times a year but decided everyone would benefit from developing and adopting a more structured approach.
This approach, which is outlined in the MOU, was developed through a planning session that was held in February 2011, and two subsequent follow up meetings in May and October 2011. The MOU was formally approved by Spruce Grove and Stony Plain Town Councils on June 11, 2012 and by Parkland County Council on June 12, 2012.
“This new discussion forum will provide an opportunity to network and share information about what’s happening within our municipalities,” said Rod Shaigec, mayor of Parkland County. “It will also provide us with a mechanism to table these ideas for regional consideration.”
It also gives the three councils a formal process to identify, review and potentially implement projects and opportunities that would benefit the Tri-municipal Region.
“By discussing the issues and priorities within our municipalities, we will also be able to look at, and address, issues and needs from a regional perspective,” said William Choy, mayor of Stony Plain. “The goal is to share our knowledge and resources in a way that benefits citizens in all three communities.”

The Tri-Municipal Region consists of the Town of Stony Plain, the City of Spruce Grove and Parkland County. The three municipalities work together to collaborate on major initiatives designed to enhance service and improve the quality of life for their citizens.
