Recreation Facility Debenture – Bylaw 2693/DEB/24 Receives Second and Third Readings

Construction for the Community Recreation Facility is set to begin in 2024. The Recreation Facility includes dry sports amenities and a six-sheet curling facility, with an estimated budget of $41,651,871. In order to complete the project, a debenture borrowing of $31,451,871 is required. This project is part of the 2024-2026 Corporate Plan and the 2024-2027 Strategic Plan.

During the Regular Council Meeting held on May 13, 2024, Council deliberated and granted initial approval of the Recreation Facility Debenture Bylaw. Subsequently, the Bylaw was publicly advertised per legislation with no responses received.

Monday evening, after completing the second and third readings, Council passed Bylaw 2693/DEB/24, officially authorizing the project debenture borrow.

Bylaw 2694/D&P/24 – Uniquely Stony Plain Municipal Development Plan 2024 Receives First Reading

The Regional Agriculture Master Plan (RAMP) was approved by the Edmonton Metropolitan Region Board’s (EMRB) in August 2021, and by the Government of Alberta in December, 2022. With the adoption of the RAMP, all EMRB member municipalities including Stony Plain, are required to update their Municipal Development Plan (MDP) to align with RAMP by the end of, 2024. This update includes incorporating policy direction and guidance on agriculture, which ensures the MDP guides land use and development and provides for consideration of agriculture and agri-food when the town grows and develops. Administration has enacted the changes in the Stony Plain RAMP Regional Context Statement into Uniquely Stony Plain MDP 2020 and is proposing these amendments as a new bylaw.

At Monday night’s council meeting, Council approved the first reading of 2694/D&P/24 and authorized Administration to proceed with a public hearing to be held on July 8, 2024.

Council Accepts Off-site Levy 2024 Annual Report for Information

At Monday night’s meeting Council accepted the Off-site Levy 2024 Annual Report for information. This annual report provides information on the Off-site Levy’s (OSL) for 2021, 2022, 2023, and Off-site Levy Bylaw 2648/D&P/21, as well as how these OSLs where received, the intended uses and the retained balances. OSLs, or Development Fees, are payments developers make to the Town as a part of a new development. This system is allowed by the Municipal Government Act, which lets towns recover the costs spent on construction of necessary facilities and infrastructure to support growth by adopting an OSL Bylaw. The Town is currently collecting these fees in 12 areas to cover the cost for things related to sewage systems, water pipes, roads, parks and recreation needed for new developments.

As per the OSL Bylaw 2648/D&P/21 approved by Council in 2021, Administration is to report on OSLs for each year, including constructed infrastructure and associated costs, levies collected and where they were collected for, as well as the overall financial balance for each type of levy. This annual report ensures the continuation of ongoing transparency and accountability by the Town in the management of OSLs as outlined in the 2024-2027 Strategic Plan.
