Regular Council Meeting Highlights for May 8, 2023
Road Closure Bylaw 2663/RC/22 Given Second and Third Reading
On June 13, 2022, Council approved amendments to The Brickyard at Old Town Area Structure Plan (ASP) and Land Use Bylaw (LUB) to facilitate the development of Brickyard Stage 5 and the extension of Brickyard Drive. The conditional subdivision approval Brickyard Stage 5 required that a portion of Brickyard Drive be closed.
As per Section 22 of the Municipal Government Act, a road closure bylaw cannot come into effect until a public hearing is held, and both Council and the provincial Minister of Transportation approve the bylaw. A public hearing for this bylaw was held on August 22, 2022, and Ministerial approval was granted on March 29, 2023. Thus, Administration recommended road closure Bylaw 2663/RC/22 to support this development.
At last night’s meeting, Council gave second and third readings to adopt road closure Bylaw 2663/RC/22.

Land Use Bylaw 2675/LUO/23 to Amend Land Use Bylaw 2671/LUO/23 Given First Reading
An amendment to the Land Use Bylaw 2671/LUO/23 is being proposed to allow for a medium industrial use (concrete crushing) to operate for a limited amount of time within a defined area of the Future Development District.
The medium industrial use has been operating at 11 Goertz Avenue since 2020. However, it is no longer compatible with the adjacent businesses and complaints have been received about the impacts of the concrete crushing operation. This use is operated by a developer in the North Business Park and provides an essential service as the area continues to build out. Administration has determined a viable location for the use to continue operating that, mitigates impacts to the existing business community. The proposed location provides a significant separation distance from existing businesses.
Council has given first reading to Land Use Bylaw 2675/LUO/23 to amend Land Use Bylaw 2671/LUO/23 to facilitate the proposal. A public hearing for the proposed bylaw amendment will be held on July 10, 2023 in Council Chambers.

Council Accepts the Canadian Award for Financial Reporting (CAnFR) for the 2021 Annual Report
Council accepted the Canadian Award for Financial Reporting (CAnFR) for the 2021 Annual Report for the eleventh consecutive year at last night’s meeting.
In June 2022, the Town submitted the 2021 Annual Report for consideration by the Government Finance Officers Association (GFOA) for their Canadian Award for Financial Reporting (CAnFR) program. The Annual Report represents the Town’s eleventh submission to the award program.
To be awarded a Canadian Award for Financial Reporting, a government unit must publish an easily readable and efficiently organized annual financial report whose contents conform to program standards. Reports submitted to the CanFR Program undergo an intensive review process by select members of the GFOA and a review committee. Criteria for the award includes the spirit of full disclosure designed to clearly communicate a municipality’s financial story. Only after reaching a shared consensus between the GFOA and the review panel that the submission complies with standards set by the Public Sector Accounting Board of the Chartered Professional Accountants is the award distributed.
