Corporate Plan 2026-2028 Meeting Highlights
The Recommended 2026-2028 Corporate Plan is now moving toward final approval on December 8, following the Corporate Plan public meetings Monday and Tuesday this week. Council reviewed the Plan and discussed Administration’s recommendations over the course of two evenings.
Serving as the Town’s three-year roadmap, the Corporate Plan sets out the resources and priorities to guide Town services, processes, and projects. It aims to achieve outcomes outlined in the Town’s Strategic Plan and is based on the vision and framework of the Municipal Development Plan.
“Each Corporate Plan reflects the steps we must take to deliver services effectively, maintain essential infrastructure, and prepare for the future. The Recommended 2026–2028 Plan reinforces our commitment to responsible growth by aligning our resources with the Strategic Plan and ensuring we have the capacity to meet increasing service expectations. The discussions held during the public meetings support thoughtful decision-making as we continue building a resilient, well-managed community,” says Town Manager Tom Goulden.
Several corporate initiatives, service improvements, and capital projects have been proposed for the 2026 schedule, including:

• Staffing increases to enhance community services - Senior Financial Analyst, Administrative Assistant – Utilities, Program Assistant, Utilities Technician, and Community Recreation Facility – 5.5 staff
• Municipal Development Plan Update
• Horticulture Service Improvement
• Water Master Plan & Municipal Development Standards Update
• Major Road Rehabilitation - 43 Street Construction
• Water Meter Replacement Program
• Water Loss Leak Detection Program
• Transportation Safety & Crosswalk Improvement - Graybriar Drive & Oatway Drive
• Active Transportation Trail Improvement - 44 Avenue from 50 Street to 48 Street
• Fire Service Safety Equipment
Proposed Tax Impact on Ratepayers for 2026
As part of the November 17 and 18 deliberations, Council introduced several motions reshaping the proposed tax increase. The revised recommendations reflect a proposed 4.74% tax increase for 2026 comprised of 1.72% plus 3.02% for the Community Recreation Facility. A decrease to water rates at $0.04 (-4.8%) per cubic metre and an increase to wastewater rates at $0.80 (19%) per cubic metre have been proposed. The stormwater rate is set to increase by $0.25 (1.0%) monthly for single-family homes. In addition, the waste management rate was proposed at 8.5% increase or $19.06 monthly per residential property.
