Land Management Annual Report 2025 Accepted for Information 

Council accepted the Land Management Annual Report 2025 for information. 

The annual report provides an update on Town-owned land inventory, surplus land, projected land requirements and land transactions completed in 2025. At the end of 2025, the Town owned 397 lots totaling approximately 395.5 hectares. Public Utility Lots made up the largest share of Town-owned lots at 46.1%, while lots with No Designation accounted for the largest land area at 57.3%. 

The report notes one surplus parcel of Town land, 4801 52 Avenue, which was declared surplus in 2023 and is currently being marketed for sale. In 2025, the Town acquired four new lots and disposed of 0.5 hectares of No Designation land through the sale of Forest Green Plaza.

Poverty Reduction Strategy Update Accepted for Information 

Council accepted the Poverty Reduction Strategy Update for information. The update included the 2025 Stony Plain Poverty Reduction Impact Report and the 2025 Tri-Municipal Region Housing and Service Needs Estimate Report. 

The update notes poverty affects one in seven residents in Stony Plain. The Town’s poverty reduction strategy is guided by principles of collaboration, dignity, opportunity and resilience, with a goal of supporting a community where everyone has a safe home and the opportunity to thrive. 

The 2025 Impact Report highlights progress being made on poverty reduction actions along with different measures of poverty for Stony Plain. The report notes Stony Plain’s 2025 living wage increased to $24.30 per hour, 1,229 Stony Plain residents accessed the food bank in 2025, and 379 residents were identified as housing insecure through the 2025 Tri-Municipal Region Housing and Service Needs Estimate.

Arts, Culture and Heritage Action Plan Update Accepted for Information
 
Council accepted the Arts, Culture and Heritage Action Plan Update for information. The Arts, Culture and Heritage Action Plan (ACHAP) was adopted in 2020 as a five-year strategic framework to guide cultural development in Stony Plain.

Since the plan’s adoption, the Town has advanced initiatives related to arts, culture, heritage, public art and community cultural experiences. Completed and ongoing work includes the continued growth of Midsummer Thursdays, expansion of Summer Sessions, completion of new mural and public art projects, completion of the Public Art Strategy, additional cultural programming and activations, and advancement of Indigenous cultural initiatives. 

As the ACHAP has reached its intended lifespan, Administration has started work on a new integrated Culture and Tourism Master Plan. The process will include public participation opportunities and is expected to be completed in Q1 2027.

Tourism Master Plan Update Accepted for Information 

Council accepted the Tourism Master Plan Update for information. The Tourism Master Plan was adopted in 2021 as a 10-year master plan with a formal review and update identified at the five-year mark. 

Since the plan’s adoption, the Town has advanced several tourism initiatives, including the Explore Stony Plain rebrand, updated tourism marketing materials, new tourism-related products with anchor attractions and events, continued growth of Midsummer Thursdays and development of the Tourism Ambassador Program. 

Administration has started development of a new integrated Culture and Tourism Master Plan to build on completed work, identify current gaps and opportunities and update implementation actions. The plan is expected to be completed in Q1 2027.
