2025 Heritage Agricultural Society Overview Presented to Council

At last night’s meeting, Heritage Agricultural Society President Debi Mills and Managing Director Melissa Hartley presented an overview of the Red Brick Common’s 2025 operations to Council. The update included programming statistics and information on the roof replacement project at the Red Brick High School building. The Society requested one-time capital funding of $20,000 from the Town to support this project.

Council accepted the Heritage Agricultural Society’s update for information and directed Administration to consider the funding request in the 2026-2028 Corporate Plan.

Bylaw 2726/LUO/25 – Park West – Land Use Bylaw Amendment Receives Second and Third Readings Following Public Hearing

Bylaw 2721/LUO/25 amendment was passed last night following a Public Hearing and second and third readings. The amendment will facilitate the development of the South Business Park. The proposal amends Plan 222 0123 Block 3 Lot 10 within the Land Use District Map from C2 – General Commercial District to R8 – High Density Residential District, aligning with the Municipal Development Plan (MDP) and the intent of the South Business Park Area Structure Plan (ASP).

Bylaw 2730/S/25 – Solid Waste Management and 2729/G/25 – Solid Waste Carts Fees and Charges Amendments Receive First, Second, and Third Readings

Last night, Council gave first reading to Bylaw 2730/S/25, a bylaw to amend Solid Waste Management Bylaw 2627/S/19 and passed second and third readings to unanimously approve Bylaw 2730/S/25.

Council also gave first reading to Bylaw 2729/G/25, a bylaw to amend Fees and Charges Bylaw 2709/G/24 and subsequently passed second and third readings to unanimously approve Bylaw 2729/G/25.

Starting September 2, residents will have the option to downsize to a 120L waste cart, or increase capacity by adding a 120L cart to their current setup. These changes offer a shift from a one-size-fits-all approach to customizable options to fit every household including smaller, more easily maneuverable carts, and for larger families or those with smaller children who may need some additional capacity.

There is no fee to exchange the current 240L cart for a 120L. There are fees to add a waste cart which includes a one-time $50 administration fee, and a $90 delivery fee, and an additional $15 monthly charge on their utility bills. A $35 waste cart pick up fee is charged if the additional 120L is discontinued.

Bylaw 2728/LUO/25 – Old Town School Site – Land Use Bylaw Amendment Receives First Reading

Council gave first reading to Bylaw 2728/LUO/25 to amend the Land Use Bylaw and redistrict a portion of Town owned land in Old Town South from P1 – Parks District to P2 – Community Services District. The amendment supports the development of a permanent school site for École La Trinité, aligning with the Municipal Development Plan and the Old Town Community Plan. A public hearing is scheduled for September 22, 2025.
