Regular Council Meeting Highlights for February 24, 2025
Councillor Pat Hansard Appointed as Deputy Mayor
The Deputy Mayor is a member of Council who is appointed by Council to act as Mayor in the absence or incapacity of the Mayor. The Deputy Mayor position is appointed to each Councillor in a rotation. At last night’s Council Meeting, Councillor Pat Hansard was appointed Deputy Mayor effective February 24, 2025, until June 30, 2025.

Bylaw 2713/TAX/25 – Tax Penalty and Tax Installment Payment Plan (TIPP) Bylaw Receives First, Second, and Third Readings
The Tax Penalty and Tax Installment Payment Plan (TIPP) Bylaw establishes the due date for annual property taxes, and the penalty that will be imposed to accounts with unpaid property tax. This updated bylaw consolidates the TIPP Bylaw and the Property Tax Penalty Bylaw into one for cohesiveness, as well as relevant section updates to align with current legislation. Council gave first, second, and third readings to pass Bylaw 2713/TAX/15.

Bylaw 2714/APP/25 – Assessor Appointed as Designated Officer Bylaw Receives First, Second, and Third Readings
The Assessor as a Designated Officer Bylaw has been updated to align with current sections of the Municipal Government Act (MGA). The purpose of this bylaw is to establish the Assessor as a Designated Officer and duties associated as per legislation. Council gave first, second, and third readings to pass Bylaw 2714/APP/25.

Bylaw 2717/LUO/25 – Fairways North Stage 3 – Land Use Bylaw Amendment Receives Second and Third Readings
At last night’s Council meeting, a public hearing took place for Bylaw 2717/LUO/25 – Fairways North Stage 3, which recommends an amendment to the Land Use Bylaw. The amendment facilitates the continued development of the Fairways North neighbourhood, providing low and medium density residential areas, park and open space, trail connectivity, and an efficient road network. Following the public hearing, Council gave second and third readings to pass Bylaw 2717/LUO/25.

Bylaw 2718/G/25 – Policing Committee Bylaw Receives Second and Third Readings
At last night’s meeting, Council gave second and third reading to Bylaw 2718/G/25 to establish a Policing Committee for Stony Plain, as required by recent provincial legislation. The committee will oversee local policing matters, develop community safety plans, and represent public concerns to the RCMP. Recruitment for committee members is expected to begin in March, with appointments in May.

2025 Assessment Review Board Members Appointed
The Town of Stony Plain works with the Capital Region Assessment Services Commission (CRASC) for property assessment reviews. Panelists and clerks need training to serve on the review boards. There are two types of boards: Local Assessment Review Board (LARB) for smaller residential properties and Composite Assessment Review Board (CARB) for larger residential and non-residential properties. Bylaw 2623/AS/19 requires Council to appoint panelists, LARB and CARB Chairs, and a Clerk annually. For 2025, Gerryl Amorin has been appointed as Clerk, Raymond Ralph as Chair, and a panel including Darlene Chartrand, Sheryl Exley, Tina Groszko, Richard Knowles, Marcel LeBlanc, and Raymond Ralph to handle assessment appeals.

2025 Mid Season Snow and Ice Control Update to Council
The Town of Stony Plain Public Works teams are responsible for managing snow and ice control on Town-owned roads, public walkways, and parking facilities, in accordance with Council Policy C-PW-042. At last night’s Council meeting, Administration provided a mid-season snow and ice control update to Council for information.

Stony Plain Housing Accelerator Fund (HAF) Action Plan Update to Council
The Housing Accelerator Fund (HAF) is an incentive funding program released by the federal government to encourage initiatives aimed at increasing housing supply and support the development of complete, affordable, inclusive, equitable, and diverse communities.
The Town applied for the HAF grant and was approved by the Canadian Mortgage and Housing Corporation (CMHC) in the first quarter of 2024 for $5.2 million to create 411 units. The initial HAF Action Plan included seven key initiatives to be funded by the HAF grant. Administration began work on the Action Plan in 2024 with work continuing into 2025.

Strategic Plan 2025-2028 Approved by Council
Council reviews and updates the Strategic Plan annually. This allows for a renewed consideration of what has been accomplished and to contemplate what new strategic commitments and key actions are required to reach Council's vision for the community. This also allows for adjustment and nimbleness to evolving or new challenges and opportunities. At last night’s meeting, Council approved the 2025-2028 Strategic Plan.
