Regular Council Meeting Highlights for January 12, 2026
Community Standards Bylaw 2733/PS/26 Received First Reading
Council gave first reading to the Community Standards Bylaw 2733/PS/26 which updates and replaces the existing bylaw 2591/PS/18. The Community Standards Bylaw regulates public behavior, nuisances, unsightly premises, and property conditions within the Town of Stony Plain. The proposed amendments result from an administrative review aimed at improving bylaw enforcement, ensuring standards are clearly communicated, aligning regulations with regional practices, and maintaining fines within a reasonable and consistent range. The updated bylaw supports effective municipal operations under the Municipal Government Act.

Community Recreation Facility Project Update Presented
Last night, Administration provided Council an update on the Recreation Facility Project. Construction of the facility began in November 2024, and the project remains on schedule and on budget, with approximately 47% of the project completed to date. Key milestones achieved include site preparation, utility installations, geothermal work, parking lot construction, interior block walls, and the start of the pre-engineered building installation. The facility is projected to be completed in Q4 2026. Council accepted the update for information.

2025 External Financial Audit Planning Report Presented for Information
Council accepted the 2025 External Financial Audit Planning Report for information at last night’s meeting. The report outlines the timing, scope, materiality, and deliverables for the Town’s 2025 financial audit. Metrix Group LLP was appointed as the Town’s external auditor for the 2025 to 2027 fiscal years, and the 2025 audit process began with an interim audit conducted in December 2025. No concerns were identified during the interim audit, and the audit plan follows a standard approach. The external auditor will present the audited financial statements to Council at the April 27, 2026 Regular Council Meeting.

Citizen at Large Board Appointments
Council approved citizen-at-large appointments to the Subdivision and Development Appeal Board (SDAB) and the Culture and Tourism Roundtable (CTR). Johan Nibourg was appointed to a one-year term on the SDAB ending December 31, 2026, and Ethan Wijlens was appointed to a three-year term ending December 31, 2028.
Heather Monahan, Executive Director of the Stony Plain & Parkland Pioneer Museum, was appointed to a one-year term on the CTR, ending December 31, 2026.
