Regular Council Meeting Highlights for June 22, 2026

Councillor Harold Pawlechko Appointed Deputy Mayor

Council appointed Councillor Harold Pawlechko as Deputy Mayor for the term of June 22, 2026 to October 31, 2026, or until the appointment of the next Deputy Mayor.

The Deputy Mayor acts as Mayor in the absence or incapacity of the Mayor. The position rotates among members of Council throughout the Council term.

Chief Administrative Officer Bylaw Given Three Readings

Council gave first, second and third readings to Bylaw 2738/APP/26, a bylaw to establish and define the powers and duties of the Chief Administrative Officer.

The bylaw review confirmed the existing bylaw provides appropriate authority for efficient administration of the Town. Minor amendments address legislative changes, improve clarity and increase efficiency in the CAO’s office.

The amendments name the CAO as a designated officer, authorize the CAO or designate to certify true copies of Town-generated documents and update references to reflect the Access to Information Act and Protection of Privacy Act.

Mental Wellness Update Accepted for Information

Council accepted the Mental Wellness Update for information.

The Mental Wellness Portfolio is guided by the Mental Health and Wellness Plan, which supports a coordinated approach to prevention, awareness and community support in Stony Plain.

The update highlighted Awareness to Action: Building a Safer and Connected Community, a training program developed by Administration to build understanding, compassion and confidence when engaging with vulnerable individuals.

Next steps include promoting Awareness to Action, creating opportunities for lived experience, advancing the Forest of Hope, refreshing the Roots of Hope Action Plan and supporting mental wellness in the business sector.

Debt Management Policy Approved

Council approved Debt Management Policy C-FS-071 as presented.

The policy review and update provides financial guidelines and controls for the issuance and use of new debt, as well as borrowing capacity for future capital assets. The review recommended updates for clean up and clarity while maintaining a high standard for debt management and fiscal sustainability.

The policy maintains the Town’s internal limit of 80 per cent of the provincially regulated debt limit and 80 per cent of the provincially regulated debt servicing limit. The update also expands debt categories to include developer levy supported debt and debt on behalf of other organizations.

Signing Authority of Municipal Documents Policy Approved

Council approved Signing Authority of Municipal Documents Policy C-LS-070 as presented.

The policy provides delegated authority from Council to the CAO and designated Administration for executing and authorizing municipal documents, supporting operational efficiency while maintaining oversight and accountability.

The review recommended minor amendments to update terminology, add definitions, reflect current processes, capture all designated Administration authorized to execute documents on behalf of the Town and provide clear delegation authority.

Public Advertisement Bylaw Update Accepted for Information

Council accepted the Public Advertisement Bylaw update for information.

The Public Advertisement Bylaw was adopted in 2023 and establishes methods for advertising proposed bylaws, resolutions, public hearings and other matters prescribed by Section 606 of the Municipal Government Act.

Administration completed an early review of the bylaw and determined it meets acceptable notification requirements, provides appropriate flexibility for additional notification methods when required and supports consistent public notification through the Town website and other advertising methods.

With Council review and consideration, Administration will present the bylaw at a future meeting for approval.
