Corporate Plan 2023-2025 Meeting Highlights
Corporate Plan public meetings have wrapped up. Council reviewed the Recommended Corporate Plan and discussed Administration’s recommendations over the course of two public meetings. The final Corporate Plan 2023-2025 will be presented to Council for approval on November 28, 2022 with the approved document made available on the Stony Plain website.
The Corporate Plan provides the resources and priorities to guide Town services, processes, and projects for the next three years. Each plan aims to achieve outcomes outlined in the Town’s Strategic Plan and is based on the vision and framework of the Municipal Development Plan.
“Every Corporate Plan comes with its own unique circumstances and challenges. The public planning sessions provide an opportunity for direction for Council to take a closer look at recommendations for the Town’s future and provide their feedback. The Corporate Plan is our roadmap for investing in a more resilient, more prosperous Stony Plain,” says Town Manager Tom Goulden.
Several corporate and capital projects have been proposed for the 2023 schedule, including:

- Facility construction
- Old Town South Redevelopment
- Stakeholder engagement, detailed infrastructure design and construction
- Central Trunk Sanitary Sewer
- Construction of storage pipe between 52nd Avenue and 49th Avenue
- Spruce Grove Stony Plain Trail Connection
- South of and along Highway 16A between Stony Plain and Spruce Grove
- Flood Mitigation Strategy
- Whispering Waters Creek
- Water Network Mains
- High Park Reservoir and Golf Course Road watermain design
- Active Transportation Strategy Implementation
- North side of 44th Avenue (50th Street to 48th Street)
- Wastewater Network Trunks
- East Veterans Sanitary Trunk design
- Transportation Safety Program
- John Paul II School & Willow Park Road and Genesis Drive & Genesis Court
- Major Road Rehabilitation
- 57th Avenue
- Staffing increases to enhance and ensure community safety
- Community Peace Officer
- RCMP Municipal Employee
- More funding for the TransAlta Tri Leisure Centre
- Increased Snow Removal budget
- Additional funds for local Transit
- Capital Infrastructure Replacement Program
- Bridge the reserve funding gap and enable replacement of capital infrastructure and equipment (2023 is the second year of a five- year initiative)
Proposed Tax Impact on Ratepayers for 2023
During the November 8th meeting several motions were passed by Council adjusting the proposed tax increase of 4.84 per cent to 7.47 per cent for 2023. Increases to water and wastewater rates respectively have been proposed at $0.06 (1.6 per cent) and $0.21 (6.86 per cent) per cubic metre. Rate increases are the result of investing in the repair and maintenance expenses required to maintain service levels as well as projects required to grow Stony Plain. In addition to utility increases, the stormwater rate is set to increase by $5.40 (30 per cent) for single-family homes.
