Fire Services Bylaw Returns to Council Chambers

The Fire Services Bylaw returned to Council last night for second and third reading. The bylaw provides guidance and direction for fire-related risks and formalizes roles and responsibilities of the Stony Plain Fire Department.

The bylaw was first presented to Council at the June 14 meeting and was presented for second reading at the June 28 meeting; however, the bylaw was returned to Administration for amendments.

With Council’s approval, the Fire Services Bylaw will replace the existing Open Burning Bylaw. The Fire Services Bylaw will be made available on the Town website.

Council to Consider Land Use Bylaw Cannabis Amendment

First reading was given to the Land Use Bylaw with regards to siting requirements for Cannabis Retail Sales. AGLC has established that a cannabis retail must have a 100-metre separation from a provincial health care facility or a building containing a school. Currently, the Town’s Land Use Bylaw includes regulations beyond the 100-metre separation distance. Administration is proposing the Land Use Bylaw be adjusted to coincide with provincial regulations.

A public hearing will be held on September 27, 2021 as an opportunity for the public to express their views on the proposed change.

RCMP Present Quarterly Update

Council was joined by Inspector Lokken, Officer in Charge of the Parkland Detachment, for a presentation of the RCMP Quarterly Update. The report provides an overview of police activity across first quarters from 2017 to 2021.

Commercial, Industrial and Multi-Unit Residential Infill Policy

Council has been provided with an update to the Commercial, Industrial, and Multi-Unity Residential Infill Policy. The policy was first passed in 2017 as a means to encourage property owners to invest in development. With the policy up for formal review this year, the Growth and Commerce Committee was engaged earlier in 2021 to identify amendments to the current policy that would encourage infill development.

The majority of changes were administrative to provide clarity and align the policy with structure and formatting best-practices. Additionally, the deferral of off-site levies has been removed to reflect policy and bylaw changes.

The updated policy will be available to the public on both the Town of Stony Plain website and the Choose Stony Plain website.

Second Quarterly Report of the Year Presented to Council

The second quarterly report of the year has been presented to Council. Throughout the year, quarterly reports are released to highlight projects and initiatives undertaken by Town departments. The quarterly reports work to track progress made toward strategic goals as the year progresses.

Governance & Priorities Meeting Cancellation

A change of schedule has been made to the Governance and Priorities meetings in the fall. Council has moved to cancel the September 7 meeting. The Council meeting calendar will be updated on the Town website to reflect these changes.
