Regular Council Meeting Highlights for October 15, 2024
Chief Administrative Officer (CAO) Recognized for Alberta Municipalities Dedicated CAO Award
At last night’s Council meeting, Chief Administrative Officer (CAO) Tom Goulden was recognized for receiving the Alberta Municipalities and Society of Local Government Managers (SLGM) Dedicated CAO Award. This award is presented annually to a CAO who has served for over a decade and is recognized for their integrity, leadership, and outstanding contributions to municipal administration. Tom Goulden, who has served as Stony Plain’s CAO for 14 years exemplifies these qualities. Throughout his tenure, Tom has worked with four Councils, including six Mayors and 47 Council members, leaving a lasting impact on the community.

Bylaw 2694/D&P/24 – Municipal Development Plan Update Receives Third Reading
At last night’s meeting, Council gave a third reading to Bylaw 2694/D&P/24, adopting the updated Uniquely Stony Plain Municipal Development Plan (MDP) 2024. The updates align with the Edmonton Metropolitan Region Board’s (EMRB) Regional Agriculture Master Plan (RAMP), ensuring the Town's policies support agricultural preservation and growth in the region.
The MDP update supports the Town’s 2024-2027 Strategic Plan, particularly its focus on strengthening governance and regional partnerships.

Bylaw 2699/RC/24 – 54 Avenue Woodlands Road Closure Receives First Reading
At last night’s Council meeting, Administration proposed the closure of an unused road right-of-way (ROW) in the Woodlands neighbourhood. The plan includes declaring the land as surplus and transferring it to three adjacent landowners to reduce the Town's risk and liability and simplify parcel configurations. The road ROW has been deemed unnecessary for public use, and a review has determined there is no future utility for it as part of the road network.
Council passed first reading for Bylaw 2699/RC/24 and authorized Administration to proceed with notification of a public hearing scheduled for November 12, 2024.
