Regular Council Meeting Highlights for May 27
Public Works Administrative Building Debenture– Bylaw 2689/DEB/24 Receives Second and Third Readings
Construction on the Public Works Administrative Building is set to begin in 2024. The design and plan were presented to Council in early 2023, and was approved in the 2024-2026 Corporate Plan.
During the Regular Council Meeting held on April 22, 2024, Council deliberated on proposed revisions and granted initial approval to the Bylaw. Subsequently, the Bylaw underwent public advertisement to invite feedback, however, no responses were received.
Last evening, after completing the second and third readings, the Council passed Bylaw 2689/DEB/24, officially authorizing the project debenture borrow.

Bylaw 2690/DEB/24 – Central Trunk Rehabilitation Program Debenture Receives Second and Third Reading
In 2019 the Utility Master Plan identified the overcapacity operation of the Central Trunk sanitary sewer during heavy rainfall events. In response, the rehabilitation and upgrade of the Central Trunk was identified and approved in the 2024-2026 Corporate Plan, and construction is set to begin in 2024. To ensure the completion of the Central Trunk Rehabilitation project, a debenture borrowing of $1,621,373 is required.
On April 22, 2024, Council approved the first reading of 2690/DEB/24. Following the first reading, the borrowing Bylaw was publicly advertised to allow for public response, which yielded no responses. Last night, after completing the second and third readings, Council passed Bylaw 2690/DEB/24, formally approving the project debenture borrow.

Bylaw 2691/DEB/24 – Meridian Heights Reservoir Upgrade Project Debenture Receives Second and Third Reading
Construction on the Meridian Heights Reservoir is set to begin in 2024. In order for this project to be completed a debenture borrowing is required. The Meridian Heights Reservoir is the main water reservoir for the Town of Stony Plain and requires a facility upgrade. This project was identified and aligns with the 2024-2026 Corporate Plan and the 2024-2027 Strategic Plan.
At last night’s meeting, Council gave the second and third reading of Bylaw 2691/DEB/24 and approved the project debenture borrowing.

Council Accepts Volunteerism and Civic Engagement Strategy for Information
At last night’s meeting Council accepted the Volunteerism and Civic Engagement Strategy for information. This strategy is aimed at promoting wellbeing and healthy communities in Stony Plain by providing a framework for enhancing volunteerism and civic engagement. This strategy emphasizes community development and will be monitored over the next five years of implementation, ensuring it will build upon the legacy of the Volunteer Centre established in 1997. This strategy reflects a commitment to support civic engagement and volunteerism in the community for years to come, as outlined in the 2024-2026 Corporate Plan and 2024-2027 Strategic Plan.
