Address Council

Council meetings are open to the public, providing community organizations and residents with an opportunity to observe proceedings, stay informed about local issues, and participate in local decision-making.

Members of the public may address Council by registering as a delegation, by speaking during a Public Input Session, or by speaking during a Public Hearing. 

Pre-registration is required for delegations and strongly encouraged to address Council during a Public Input Session or Public Hearing.

Public Input Session

You may speak at a regular Council meeting or a Governance & Priorities Committee meeting during the 15 minute Public Input Session. Each speaker is allotted up to five minutes to address Council. Public Input Sessions are intended for topics that are not included on the current meeting agenda. While there is no debate with Council, members of Council may ask clarifying questions, if needed.

Pre-registration is strongly recommended prior to 12:00 p.m. on the day of the meeting. Once your request is received, it will be reviewed and Administration will contact you to confirm next steps.

Delegation Presentation to Council

You may submit a request to make a presentation to Council. Please include as much information as possible. Presenters are provided 15 minutes in total, including questions from Council.

Presentations to Council will be scheduled for a Governance and Priorities Committee meeting held on the first Monday of every month (except as noted).

Once your request is received, it will be reviewed and Administration will contact you to confirm next steps.

Public Hearings

Public Hearings are held in accordance with the Municipal Government Act. You can participate in public hearings regarding issues and decisions that may affect you or the community. 

  • Public hearings take place in Council Chambers at Town Hall. 
  • Registration is not required but is encouraged. 
  • Speakers who have registered will speak first, followed by others who wish to speak. 
  • Speakers are limited to 5 minutes.
  • Presentations are for the purpose of stating your position on the matter before Council.

Frequently asked questions

Council meetings take place in Council Chambers in Town Hall at 4905-51 Ave, Stony Plain.

The Mayor will invite you to come forward to the presentation desk microphone at the appropriate time.

Please begin by stating and spelling your name and, if applicable, the name of the organization you represent. If several members of a group are present, please appoint one or two individuals to serve as spokespersons for the entire group.

When addressing Council, keep your comments concise and focused on the topic at hand.

The Mayor, or the Deputy Mayor, is the Chair of the meeting and should be addressed as "Mr. Mayor", or “Mayor Choy” or in the case of the Deputy Mayor, “Deputy Mayor [last name]”.

After your presentation, the Mayor may allow Council to ask questions. If a Councillor asks a question, you respond through the Mayor by stating “Through the Mayor to Councillor [last name]” and then provide your response.

Council may ask you questions. Please remain seated at the presenter's table until excused by the Chair. When your presentation is done you may leave Council Chambers or stay for the remainder of the meeting.
