Governed by the Municipal Government Act of Alberta, Council works to provide programs and services to the public to improve overall quality of life by developing and maintaining a safe and viable community. All decisions made reflect the priorities of their community - efficiently, effectively and with financial prudence. Council’s vision is to have responsible governance, economic opportunity, supportive infrastructure, community development, and environmental responsibility.

Mayor Choy is a dedicated public servant and community leader from Stony Plain. First elected to Town Council in 2007, he served a term and a half as Councillor before being elected Mayor in a 2012 by-election. Now in his 4.5th term, Mayor Choy leads with a steady commitment to service, collaboration, and results for residents.
Before public life, Mayor Choy completed Bachelor of Arts and Bachelor of Education degrees at King’s University. A proud third‑generation business owner and active entrepreneur, he serves on several local boards and is deeply involved with charitable and service organizations. His contributions to the community have been recognized with the Chamber of Commerce Decker Kulak Memorial Award and the Queen Elizabeth II Diamond and Platinum Jubilee Medals.
Outside of his mayoral duties, Mayor Choy enjoys time with his wife and their three children, and loves exploring the vibrant food scene across the Edmonton Metro Region.
Fun fact: Mayor Choy can drive a golf ball impressively far—especially for his height.
Born in Edmonton and raised in Spruce Grove, Councillor Anderson brings more than a decade of experience as a child and youth care worker and over ten years as a teacher to his community service. He studied Elementary Education at the University of Alberta, with a minor in Educational Psychology, and graduated with distinction.
A dedicated volunteer, he supports various charities and community organizations, is a long-time supporter of the Kinsman Hamper Program, and gives back as a youth sports coach and church volunteer.
He and his wife love to travel—favourite destinations include Iceland, Italy, Slovenia, and Croatia—and at home he enjoys photography, hiking, and kayaking. Around Stony Plain, you’ll often find him biking the trail system, playing disc golf at Rotary Park, or taking in Midsummer Thursdays and Summer Sessions.
Fun fact: Councillor Anderson once finished second in a “professional” mini golf tournament at West Edmonton Mall, losing a playoff to a hole-in-one.
Born and raised in neighbouring Spruce Grove, Councillor Laurie has called Stony Plain home for over 15 years. He began his career in the wireless telecom industry shortly after high school, spending a decade in a variety of roles before joining the Stony Plain Fire Department in January 2013, where he served actively for seven and a half years. Today, he operates a personal health and wellness business, offering fitness classes, personal training, and healthy eating and weight‑loss coaching.
Deeply rooted in the community, Councillor Laurie has volunteered extensively with local sport and social services. He has coached youth soccer with both the Stony Plain and Spruce Grove Soccer Associations for roughly 13 years and served as Executive Director with the Spruce Grove Soccer Association. He also spent four years with Stony Plain Family and Community Support Services, including one term as Vice‑Chair and one as Chair of the Board of Directors.
Councillor Laurie’s lifelong passion is soccer—he played and refereed throughout his youth and early adulthood. Following the passing of his wife in 2024, he is a devoted father to his three children and, when time allows, enjoys unwinding with a John Grisham novel.
Born in Edmonton and raised in Sherwood Park, Councillor Loyns has proudly called Stony Plain home for the past 13 years. Married with three children, she chose Stony Plain for its hallmark hospitality and family‑friendly spirit. A lifelong supporter of community life—shaped in part by a childhood spent at rodeos—she enjoys the Town’s signature events, especially Winter Light Up, and makes the most of local parks and green spaces.
Councillor Loyns studied at NAIT and NorQuest College and is currently completing a Bachelor of General Studies through Athabasca University. She has also completed the Elected Officials Education Program. Before becoming a stay‑at‑home parent, she worked with Alberta Health, Alberta Energy, and the Legislative Assembly, bringing a broad understanding of public service to her role on Council.
Outside of work, she loves to travel and hopes to visit Greece, Italy, and Spain. You’ll often see her around town supporting her sons in Navy League and Sea Cadets, or cheering on her daughter at cheerleading events.
Above all, she is a family‑focused community builder who shows up for the people around her, cheering on neighbours and lending a hand wherever it’s needed.
Fun fact: Councillor Loyns enjoys baking, canning, and preserving—and she’s happiest camping, fishing, and exploring new places with family and friends.
Councillor Meyer was born and raised in Alberta and has proudly called Stony Plain home his entire life. After starting out as a rig hand, he completed his first year of a Bachelor of Arts at MacEwan University before taking time off to welcome his first child. He later shifted gears, earning Firefighting 1001 and Emergency Medical Response credentials and working across the province as an industrial medic and firefighter. Seeking a career closer to home, he completed business courses at NAIT to strengthen his local leadership and service.
Eric has a long record of community involvement. He served four years as a volunteer firefighter, volunteered with the Alberta Parenting for the Future Association, sat on the Parkland Transportation Council, and coached football for several seasons. He is an active member of Holy Trinity Catholic Church and takes pride in his work with the local Knights of Columbus.
When he’s not at Council, you’ll find Councillor Meyer spending time with his wife and their two children—often out for an early-morning run on the trail system or at the Stony Plain Public Library with a stack of history books.
Fun fact: Councillor Meyer’s super‑power is knowing exactly when it’s 17 degrees.
Born in Edmonton and raised just south of Stony Plain, Councillor Niebergall has proudly called the community home for 14 years. A single mom of two, now 20 and 17, and devoted dog owner to a spirited Chiweenie named Hazel, she is most at home outdoors—hiking, surfing, and fishing whenever she can—and refuels with good books, workouts, and travel. She loves experiencing the world and brings that curiosity and energy to her service on Council.
Councillor Niebergall is an Assistant Principal with Parkland School Division. She holds a Bachelor of Education with distinction and an Master of Education from the University of Alberta and is currently completing a Ph.D. in Education and Neuroscience. Deeply committed to youth and community, she volunteered for 11 years with Stony Plain Minor Hockey and has served on the Community Empowering Youth Success board and the Children of Ecuador Education Foundation.
You’ll often find her on Stony Plain’s trail system or at Glenn Hall Arena and the outdoor rinks—places that were a second home during her kids’ minor hockey years. Having raised her family here, she has seen firsthand the heart and resilience of this community. She’s grateful for the people, the support, and the strong sense of belonging that helped shape her family’s story, and she is honoured to give back to the town that has been “their village” through every up and down.
Fun fact: Councillor Niebergall is always up for dancing and karaoke.
Councillor Pawlechko was born in Edmonton and grew up in Gibbons, and has proudly called Stony Plain home for 33 years. Married with two children and grandchildren, he is a hands‑on problem‑solver who can often be found in his shop fixing or building something. He enjoys camping, snowmobiling in the mountains, and spending time with family. A former business owner and entrepreneur with experience in sales, he studied at the University of Alberta and holds the ICD.D designation.
A long‑time community volunteer, Councillor Pawlechko served more than 25 years as a volunteer firefighter with the Town of Stony Plain and has contributed on numerous boards and committees, including the Stony Plain Public Library, Stony Plain and Parkland Pioneer Museum, Mayor’s Task Force on Growth and Commerce, Municipal Planning Commission, Stony Plain and District Chamber of Commerce, Yellowhead Regional Library, Red Brick Common, Arrow Utilities, Subdivision and Development Appeal Board, and the FCSS Board.
He values Stony Plain’s family‑oriented spirit and its outstanding outdoor amenities—parks, trails, outdoor skating rinks, the golf course, and disc golf—that his family enjoys year‑round.
Fun fact: Councillor Pawlechko was a Ukrainian dancer and also taught Ukrainian dancing.
